He 1990 ford F150 replaced the starter bat. cables. hot starts drags not much power sluggish any suggestions?

some one messed with the wires and it was off so i placed them in order the tk will start and run sluggish yes I adv the timming and retarded it after warm up it will not (crank hotstart) seen to be 180 out as i had a 302 do the same thing any sugs.
