My car was towed f/ my apartment. Do i have a case for getting my money back?

I accidently parked in a handicapp spot in my apartmet. 3 hours later, my car had been towed. I paid $180.00 to get it out the inpound. Do I have a legitimate case if i ask the landload for my money back. The sign stood very short, (about 3ft high), and is cavered out of wood. Shouldn't handicapp signs be high enough to be seen even when a car is parked there and be painted white over a reflective blue back ground? I guess my question is, Are there any law requirements for handicapp signs, as far as visibility, according to the ADA?
