How come the devil was able to take Jesus to the pinnacle of the temple of the holy city?

The Devil is an angel, just a fallen angel. He lost very little of his power when he fell. Keep in mind: angels have leveled cities, killed the first born sons of Egypt and are in general beings of great power. Satan himself was the highest of all angels if a lower angel could manage to destroy a city why couldn't Satan do something as simple as take Jesus to another location?
